California to vote on ambitious locomotive emission rule

California's Air Resources Board is set to vote on a rule that would phase out the use of diesel-powered locomotives more than 23 years old by 2030, making it the country's most ambitious standard to curb emissions from trains. The rule would also ban idling of such locomotives, which generate pollution harmful to communities close to railyards, for more than 30 minutes if they are installed with an automatic shutoff.
