Tropical storm Franklin lashes Dominican Republic

Tropical Storm Franklin is bringing heavy rain and flash flooding to the Dominican Republic and is expected to move north across the country. The storm has caused power outages, displaced hundreds of people, and led to the closure of airports and schools. Parts of Hispaniola, shared by the Dominican Republic and Haiti, are expected to receive between six and 12 inches of rain. The storm is currently disorganized due to strong winds, but it is expected to strengthen once it emerges over the Atlantic. This year's Atlantic hurricane season is predicted to be near-normal with 14 to 21 storms.
